Syslog error

I receive 1.5 million syslog messages per day and in my testing when I get over about 3 million rows in the database I start seeing this error:

Fatal error: Maximum execution time of 60 seconds exceeded in C:\Inetpub\wwwroot\cacti\plugins\syslog\syslog.php on line 350

Would changing the timeout value help? If so where do i change it? Is this error going to keep happening as the database grows?
